Position Purpose:

World Skills, a not-for-profit employment service for New Canadians, provides essential and effective English workplace communication strategies to eligible clients through several Workplace Language Training programs. The Manager of WLT is responsible for the overall management of the Enhanced Language Training Program, the ESL On-the-Job Language Training program and, in collaboration with ACCES Employment and BDC, the Entrepreneurship Connections program. This includes overseeing both onsite and offsite day and evening classes, supervision, training and support to both teachers and administrative staff, and ensuring that programs outputs are achieved as indicated in the Contribution Agreements and Memorandums of Understanding, as applicable. These programs aim to increase the potential for successful integration and retention of skilled newcomers into the local workforce, support bridge-to-work activities and provide guidance in English as a second language acquisition.

Enhanced Language Training Program

The Enhanced Language Training Program provides essential and effective English workplace communication strategies to internationally trained professionals with a minimum CLB level 6. This program aims to increase the potential for successful integration and retention of skilled newcomers into the local workforce, support bridge-to-work activities and provide guidance in ESL acquisition.

On-the-Job Language Training Program

The On-the-Job Language Training program provides workplace language training on the employer’s job site for employees with CLB levels 1-4 to support their integration into the workplace. The program is offered on a contract basis and vary in location, timing and total number of hours, based on employer requirements.

Entrepreneurship Connections Program

In collaboration with ACCES Employment and BDC, World Skills hosts the Entrepreneurship Connections program which helps newcomers set up and launch a successful small business in the Canadian market.

Major Responsibilities:

A multi-faceted role involving: Program Management, Curriculum Development, Intake and Assessment, Supervision and Outreach

  • Ensure program specific processes are managed efficiently by developing plans and schedules for delivery and smooth functioning of programs
  • Recruit, train and schedule teachers and volunteers for courses and coaching activities
  • Schedule and coordinate guest speaker events
  • Monitor effectiveness of program curricula and activities; revise program as necessary in collaboration with the WLT team and Executive Director
  • Track and collect data, write reports and communicate information about achieved goals
  • Provide guidance and employment counselling to clients; keep abreast of up-to-date labour market trends and information
  • Outreach and Advertise the programs with immigrant serving organizations, community agencies, schools and employment programs (i.e.: school boards, settlement organizations, Job Connect, LARC)
  • Actively engage in Management meetings
  • Other duties as required

Qualifications and Competencies:

  • University or college degree in Education, Psychology, Sociology or related field
  • OCELT certification (Ontario Certified English Language Teacher)
  • Experience with second language learners and a full understanding of adult teaching principles
  • Knowledge of curriculum development, Canadian Language Benchmarks & employability skills
  • Knowledge of asynchronous course management systems and synchronous collaborative interactive teaching tools will be considered an asset
  • Experience with project management including staff supervision, budgeting and working with community partners
  • Excellent oral and written communication, facilitation, presentation, negotiation and interpersonal skills
  • Cross-cultural sensitivity and awareness; familiarity with issues of integration facing immigrants
  • Ability to manage multiple tasks and set priorities in a fast-paced environment

Knowledge, Skills and Abilities:

  • Excellent command of both oral and written English skills, and report writing
  • Knowledge of Canadian Language Benchmarks
  • Knowledge of the personal and systematic barriers to employment for newcomers to Canada
  • Familiarity with a broad range of workplace cultures, environments and requirements within Canada
  • Familiarity with Essential Skills and employability skills
  • Cross-cultural competency and communication skills
  • Knowledge and commitment to anti-racism and ethno-cultural equity principles
  • Computer proficiency (MS Office, Google Documents, and familiarity with Moodle)
  • Excellent analytical and problem-solving skills
  • Excellent interpersonal skills with ability to adapt to a variety of needs with diplomacy and tact
  • Ability to apply theoretical concepts to current workplace needs and skill requirements
